London Haringey Council

The company has worked alongside the London Haringey Council providing advice on a number of different property projects over the last 14 years. These include acquisitions and disposals, review of the commercial portfolio, Asset Management Plan, property reviews and Localities Strategy.

We are currently providing property consultancy advice on a variety of projects at Haringey Council including a number of regeneration projects in Wood Green and Tottenham. The company is also advising on a Localities Strategy in Haringey Council following a similar project in Slough Borough Council . Regeneration advice includes enabling sites for a variety of developments including the acquisition of completed sites in Tottenham Hale providing over 200 new homes, health centres and commercial units. Advice has also been provided in acquiring Alexandra House one of the Council’s key offices together with two other office buildings adjacent. Other completed projects include negotiating land sales to Newlon Housing Trust, Argent and Berkeley Square developments in Tottenham Hale and also advising on a CPO at Wards Corner in Tottenham.

Previous sales also include Hornsey Depot to St.James, Olympia Trading Estate to St.William and Technopark to the Education Funding Agency for a new Harris free school and a new special school. I have undertaken a review of the Councils Commercial Property Portfolio which enabled additional revenue income to the Council and also a review of community buildings. Outsourcing advice includes the transfer of the Council’s Bereavement service and leisure service to an outside provider.

Slough Borough Council

Simon Consultancy worked alongside the Slough Borough Council providing advice and consulting services, most recently on the Council’s Localities Strategy and undertook a review of the Council’s Assets as well as a number of development projects including The Heart of Slough.

I undertook a strategic review of the property team including writing a new Asset Management Plan, options analysis of all property assets, enhancing the current capital receipts programme by £20m, put together a new structure for the asset management function, challenged service departments on current use of assets. This was taken through Scrutiny committee and Cabinet.

Client lead for Heart of Slough Development – a complex project which encompassed the completion of a number of development and funding agreements with partners including the Homes and Communities agency, Development Securities and Thames Valley University.

Development includes a new bus station, infrastructure works and Library/cultural centre which recently received planning consent. Responsible for the Council’s asset management team with a responsibility for the Council’s capital receipts programme (£25m over 7 years) and general strategic asset management.

Luton Borough Council

The company has worked alongside Luton Borough Council providing advice on a number of different project including the development of the Arndale Centre working with the Council and The Mall property team. Responsible for managing the Asset Management Team providing property review advice, asset management planning advice and leading development projects. Also responsible for setting the Council’s capital programme.

Frogmore Paper Mill

Simon Consultancy has also provided a property strategy to support the successful funding of the Frogmore Paper Mill based in Apsley.
